요약
 2015년 이래 중국 저장성에서 시작된 특색마을과 산업 업그레이드의 연계는 이제 중국 전역에 확대되었고, 중앙 정부는 자원낭비, 중복 투자, 환경 파괴 등을 막기 위해 2020년 국가발전개혁위원회가 주도적으로 특 색마을 사업에 대한 감독과 단속을 강화하고 있다. 따라서 본 연구의 질문 은 중국 저장성에서 특색마을이 비교적 성공적으로 시작되어 전국으로 확 산된 중앙으로부터 인정받은 혁신정책이 될 수 있었던 이유는 무엇인가이 다. 본 연구의 주장은 중국 지방정부 각 계층의 차별화된 역할분담, 특히 자율성과 재정 능력이 강화된 현급 정부의 정책 추진 역량이 뛰어났기 때 문이다. 이러한 주장에 따라 본 연구는 특색마을이 가장 먼저 시작된 저장 성 사례를 중심으로 특색마을과 산업정책이 어떻게 연계되어 시행되는지 를 저장성의 특색마을과 창싱현 사례를 통해 살펴보고, 그 과정에서 지방 정부 각 계층의 차별화된 역할과 ‘현급’ 정부 역할의 중요성, 마지막으로 이러한 기층 혁신정책의 한계와 문제점을 분석할 것이다.
Abstract Since 2015, the link between Characteristic Towns and industrial upgrades, which started in Zhejiang Province, China, has now been extended to all parts of China. And the central government led by the National Development and Reform Commission in 2020 tried to prevent resource waste, redundant investment, and environmental destruction by strengthening supervision and enforcement. Therefore, the question of this study is why the characteristic towns in Zhejiang Province, China, started relatively successfully and became an innovation policy recognized by the central government that spread nationwide. The argument of this study is because the differentiated role division of each level of local government in China, especially, the ability of the county-level government with enhanced autonomy and fiscal capacity to carry out policies was excellent. In accordance with this argument, this study examines how the characteristic towns and industrial policies are connected and implemented, focusing on the case of Zhejiang Province, where the characteristic towns were first initiated, through the cases of the characteristic towns and Changxing County in Zhejiang Province. And in the process, this study analyzes differentiated role of local government’s each level, the importance of the 'county' government role, and finally, the limitations and problems of these grassroots innovation policies.
