요약
 요코하마차이나타운은 막부 말기부터 지금까지 160여 년의 역사를 지니고 있다. 1923년에는 칸토(關東) 대지진, 1945년에는 요코하마 대공습이라는 피해를 입기도 했지만 그 때마다 부활했다. 패전 후에는 70년 이상 번영을 이어와 코로나19가 발생하기 전에는 매년 2000만 명이 넘는 국내외 관광객이 방문하고 있었다. 2020년 1월 중순 가나가와현 내 거주 중국인이 일본 국내 최초의 코로나19 감염증자로 발표되었는데 이 인물이 차이나타운 관계자라는 오해가 퍼졌다. 요코하마는 가나가와현의 현청 소재지이며, 코로나19가 중국 우한(武漢)에서 발생했기 때문이다. 차이나타운 사람들은 정신적, 경제적 타격을 받았다. 정신적 타격은 증오의 비방으로, 그 하나는 “중국인은 쓰레기다, 세균이다, 악마이다, 중국으로 돌아가라”라고 쓰인 중국 요리점 경영자에게 보낸 편지였다. 이 사건은 차이나타운 사람들에게 심한 상처를 입혔다. 왜냐하면 그들 대부분은 요코하마에서 태어나 자란 사람들이기 때문이다. 2020년 2월부터 차이나타운 방문객들이 급감했고, 4월 7일부터 5월 25일까지 일본 정부가 긴급사태선언을 하면서 차이나타운 가게의 90%가 폐점했다. 2021년 8월 현재는 제3차 긴급사태선언이 발령 중이며, 음식점은 영업시간 단축과 알코올류 제공 중지를 요청받고 있다. 이런 어려운 상황 속에서도 차이나타운 사람들은 생존을 위해 노력하고 있으며, 그중에서도 요코하마차이나타운 발전회가 중요한 역할을 하고 있다. 차이나타운 발전회는 개별 가게들이 은행 대출과 공적 지원을 받을 수 있도록 지원하거나 도시 주차장을 활용한 드라이브 스루라던가 직역(職域) 백신 접종을 시행하고 있다. 이러한 활동을 통해 노화교, 신화교, 일본인 등 다양한 배경을 가진 사람들에게 연대가 확산하고 있다. 또 코로나19 위기를 계기로 지역사회와의 교류 및 관계 강화를 도모하는 등 새로운 움직임이 나타나고 있다.
Abstract Yokohama Chinatown has a history of over 160 years since the mid-19th century. It has suffered and overcome the Great Kanto earthquake of 1923 and the air raid of 1945, and continued to prosper after WWII. Before the outbreak of COVID-19, the Chinatown had over 20 million domestic and overseas visitors every year. In mid-January 2020, a Chinese man living in Kanagawa pref. was reported to be the first case of COVID-19 infection in Japan. He was falsely associated with Yokohama Chinatown because Yokohama is the capital city of Kanagawa pref. and COVID-19 might originate at Wuhan of China. People in Chinatown suffered mental distress and economical damages. Mental suffering was caused by hate crimes, which included the letters sent to the Chinese restaurant owners saying that “Chinese are garbage, virus, and evil, go back to China.” The people in Chinatown were deeply hurt by this incident because many of them were born and raised in Yokohama. Since February 2020, the number of visitors and tourists to Chinatown has dropped dramatically. The Japanese government declared a state of emergency from the 7th of April to the 25th of May, 2020, during which 90 % of restaurants and shops in Chinatown were closed. As of August 2021, the area is under a state of emergency for the third time, and the restaurants are requested to shorten the hours of operation and not to serve alcohols. In this difficult situation, people in Chinatown have launched various efforts to survive this crisis, in which the Yokohama Chinatown Development Association plays a key role. The Association provides assistance to restaurants in obtaining bank loans and financial assistance from the public sector, and has implemented a drive-through system at the Chinatown Parking. It has also organized workplace vaccination in August 2020. Through these efforts, people with different backgrounds such as old comers, newcomers, and Japanese have become more and more united in their fight against COVID-19. Moreover, this crisis has also facilitated closer communication and strengthened ties between Yokohama Chinatown and local communities.
