Abstract : This article reinterprets the China-Myanmar border region not merely as a lawless zone or a vacuum of state control left by the failure of modern federal state-building in Myanmar, but as a space of “transborder politics” where the boundary order of the modern nation-state intersects with the political practices of transboundary ethnic groups. In particular, it argues that the illegal economy and political instability of this region, which have recently attracted renewed attention due to the expansion of telecom and cyber-fraud industries, are not temporary phenomena, but rather the outcome of long-accumulated historical, social, and political structures.
To this end, this article examines the transborder politics of transboundary ethnic groups in the China-Myanmar border region from three theoretical perspectives. First, from the perspective of the modern nation-state and boundary demarcation, it analyzes the fluidity of transboundary ethnic political systems and their resistance to the logic of state governance. Second, from the perspective of migration and trade networks, it explores how the transnational popular realm formed through Yunnanese migrants and mule caravan trade has contributed to the reproduction of illegal economies and political order. Third, from the perspective of center-frontier practices, it investigates how Chinese order and historical-cultural practices have influenced the construction of identity and political legitimacy among borderland political forces.
Taking the modern political transformation of Kokang (果敢) as a case study, this article further analyzes how Kokang political elites have constructed political legitimacy by emphasizing autonomy and self-governance while strategically appropriating Chinese factors. It also demonstrates that underground economic networks have continuously generated revenue sources through the transformation and upgrading of illegal industries, including drugs, gambling, and telecom and cyber-fraud. Through this analysis, the article argues that transborder politics in the China-Myanmar border region is not simply a form of resistance to the modern nation-state order, but a political practice that selectively appropriates and reconstructs that order.
