Abstract : This study aims to chronologically analyze the formation and evolution of China's Real-scenery Performance policies from 2004 to the present, with a focus on identifying the structural characteristics and institutional mechanisms of their policy environment. Specifically, the research investigates how national policy has systematically intervened in and adjusted the development of Real-scenery Performances as integrated cultural-tourism content. Using literature review, policy document analysis, and historical methodology, the study classifies China's policy development into three stages: the exploratory and initial stage(2004– 2009), the expansion and industrialization stage(2010–2018), and the transformation and innovation stage(2019–present). For each phase, it conducts a comprehensive analysis of core policy texts, administrative responses, financial support mechanisms, and shifts in tourism consumption environments. The results reveal that China has strategically positioned Real-scenery Performance as a key cultural industry, advancing institutionalization, standardization, and convergence through coordinated efforts between central and local governments. Particularly, new performance formats—featuring digital technology, immersive experiences, and nighttime economies—are actively promoted through national policy, solidifying the status of Real-scenery Performance as core content for both cultural policy and tourism promotion. This study concludes that the institutional formation of Real-scenery Performance in China has evolved beyond simple content development to a governance structure in which policy, industry, and spatial planning interact dynamically. The findings offer practical implications for South Korea’s cultural policy design and its ongoing discourse on decentralization and regional performance content development.
